Scioto County Drug Action Team (Ohio)-Transforming a Community “In Times Like These” – The Scioto County Drug Action Team was established in Scioto County, Ohio in Jan. 2010 in response to an unprecidented increase in prescription drug-related deaths, disease, crime, and the social disruption that led to a Public Health Emergency declaration by the Health Departments. Scioto County had become the location of nearly one dozen Pain Clinics (half of which were owned by convicted felons) and 9.7M pain pills were dispensed in this county-enough for every single resident to have been medicated for months. With the streets saturated with pain pills, an entire sub-economy had developed which involved “pill-dealing” and Scioto County possessed an addiction rate that was 5X the national average-and was one of the most significant places in the nation for illegal drug trafficking and drug-induced crime. By 2012, the combined efforts of local, state, and federal agencies led to changes in state law, decreased Rx dealing in Ohio, the elimination of 100% of illigitimate Pain Clinics in Scioto County, and a reduction in drug-related deaths and consequences. Under the leadership of Public Health, the citizens of Scioto County banded together to “take their county back” from the criminal enterprises, crime, and rampant addiction that was choking the life out of the area. The majority of the operators and Physicians from the former Pain Clinics are under indictment or have already been convicted of crimes related to illegal narcotic distribution-for-profit.
