Vets have no military value. Their pensions and disability costs are only unproductive and useless expenditures for the war machine. Once you’re done being cannon fodder and cannot police some part of the empire anymore you’re worthless. So drug abuse is no real priority to the military as the ill effects? usually manifest after service. And if you need something to get you through your service, well they’ve got lots of drugs available..
